Obiettivi formativi

The course promotes the knowledge of both historical facts and theories, which inspired projects leading to the early attempts at unifying Europe.

At the end of the course the student is able to:

- know the historical processes that led to the first attempts at European unification, the theoretical principles underlying them, the initiatives in favor of continental unity from the second post-war period to present day;

- be aware of the historical dimension of the reality of the European Union and its possible evolutions;

- understand the historiography and sources of European integration.

At the end of the lectures the student:

- reaches an in-depth historical notions about the history of European integration;

- knows notes on the history of the idea of Europe;

- gains the knowledge of different historiographic trends on the subject;

- possesses appropriate tools to analyze and understand the complexity of the European Union, between national efforts and supranational integration.

Written exam in 2 hours.

The written exam is composed by two different parts corresponding to the two parts of the course (first part: from “Roots of Europe” to “The movements for the European unity”; second part from “Europe at the start of the Cold War” to “The Treaty of Lisbon”, cf. the section “Programma”). Each part must be sufficient in order to pass exam.

Each part contains 3 questions. The exam will be sufficient if the student replay to at least 2 questions in a correct way for each of the two parts. The answer is correct if it contains the main information asked with the chronological indication. The mark is higher if the student can be precise in the chronological indication and in the individuation of the important elements related to topic requested by the question.

For the civilian attending students there is the possibility of taking the mid-term exam available for military students (related to the first part of the course, from “Roots of Europe” to “The movements for the European unity”). In this case, the first part of the program won’t be asked in the final exam.

The mark is the average of the marks obtained in the two parts. As already said, each part must be sufficient in order to pass exam.

  • Roots of Europe. The idea of Europe in Middle Ages and in modern history.
  • The turning point of the end of the 18th century.
  • Characters and major figures of nineteenth-century Europeanism.
  • The interwar period and the League of Nations.
  • Projects, movements, ideas of European unification in Europe between the two wars. Pan-Europa and Federal Union.
  • The Briand Plan.
  • The Franco-British Union Monnet project.
  • Europe’s idea and European constitutional projects in the Second World War and in the post-war period.
  • The movements for the European unity.

 

SECOND PART

  • Europe at the start of the Cold War.
  • Strategies for European unification (federalism, functionalism, intergovernmentalism).
  • Jean Monnet and Altiero Spinelli.
  • USSR and European integration. The American attitude towards European unification: from the period between the two wars to the Marshall Plan.
  • The OEEC.
  • The Council of Europe.
  • The Schuman Plan.
  • The ECSC.
  • The European Defence Community and the European Political Community. The ad hoc Assembly.
  • The founding fathers of Europe: Alcide De Gasperi, Konrad Adenauer, Robert Schuman, Paul-Henri Spaak.
  • The Treaties of Rome.
  • The common agricultural policy.
  • De Gaulle’s European policy.
  • The Fouchet Plans and the empty chair crisis.
  • Europe in the late 1960s and early 1970s and the international context.
  • The Hague Conference and the re-launch of the integration process: completion, enlargement, deepening.
